1. Apologies for Absence (5:34pm)
Apologies for absence were received from Councillor Nelson.
2. Declarations of Interest (5:34pm)
Members were asked to declare at this point in the meeting any disclosable pecuniary interest or other registerable interest they might have in respect of business on the agenda if they had not already done so in advance on the Register of Interests. Councillor Waller declared an interest in discussions under item 4, Work Plan, in that his partner worked for NHS England.
3. Public Participation (5:35pm)
It was reported that there had been no registrations to speak at the meeting under the Council’s Public Participation Scheme.
4. Work Plan (5:35pm)
Members discussed the work plan for the committee for the 2025/26 municipal year.
The following areas were identified for consideration at potential briefing sessions, the main purpose of which was to inform whether more in depth scrutiny activity was required (it was anticipated that the briefing sessions were to take place in-between committee meetings and could take the form of remote meetings, presentations, and information updates):
· Updates on dentistry provision.
· Updates on social care.
· Updates on urgent care.
· Changes to the Humber and North Yorkshire Integrated Care Board (ICB).
· School attainment and attendance.
· Neighbourhood policing.
· York Hungry Minds – Free School Meal Pilot.
The committee discussed whether there were any requirements to receive annual reports and updates from the Children’s Safeguarding Partnership, York Learning, and SACRE. Officers undertook to establish whether there were any formal arrangements in place and report back with confirmation.
The committee expressed an interest in receiving a more detailed update on healthy weight with a potential for scrutiny to undertake a more detailed piece of scrutiny work in relation to this area.
The committee was also keen to receive more detailed updates on the SEND Strategy and the Neighbourhood Model with a request that initial updates be presented to the July meeting.
The committee felt that the following areas would benefit from being investigated further through the establishment of Task and Finish Groups:
· Review and development of working arrangements with York Youth Council.
· Review of repair service satisfaction with a particular focus on responses from the Housing Annual Survey.
Resolved that: The work plan for 2025/26 be updated in line with the above comments.
Reason: To keep the committee’s work plan for the upcoming municipal year updated.
Cllr J Burton, Chair
